Can the 4425 utilize DHCP options such as getting the IP address for the gateway at it's booting stage?

When you mean ELU32 with gateway (as it is sometimes called) the answer is no.

Gateway (ELu32) address is obtained manually in the phone menu or in the configuration file from webserver.

only the webserver can be added in the dhcp vendor field. if your switches allow broadcasts, you can have automatic gatekeeper discovery, so this way no setting have to be entered manually into the phone.
