Ip 1210 phone ip conflict

I keep getting ip conflict on an ip1210 tele
I deregistered this phone and also changed the static set ip address because this phone had been intermittently not giving dialtone to the user.
This phone extn has been changed twice with the same problem.
when i register the phone it works for a short while then the no dial tone problem comes back again with in 2 weeks

The ip address was changed to a spare static address(dhcp not used by customer).
I pinged the address to see if it was free.
I have a range of static address supplied to me by the IT people.

The problem is i tried to register this phone with a different extn number and ip address and i keep getting "ip conflict" appearing on the display.

I am having intermittent no dialtone on this extn number 229(its the only phone having problems) so i have registered another tele(different model 1120) to try and prove the port,extn,ip address,to see if the phone is at fault

I have tried different static IP addresses with the same problem on this phone.

Why do i get ip conflict when the ip address is not used.

Just because the IT folks said something make sure you do your own homework.

Google "angry ip scanner" and install it. Get onto the customers network and scan their IP range. This will tell you what IP addresses are in use. Just pinging an IP address won't tell you everything because firewalls on host devices can block this port.

I have downloaded this program and i will test when i return to this site as i am montoing the subsitute phone to see if the problem comes back on this phone
 
Update:

I had to provide 3 additional handsets ip1210 teles to this site,
As these 3 phones are out of the box there was no problem in using the other ip address supplied to me by the IT people.

So i took out the subsitute phone and replace it with a new phone and it took the same ip address without any problem.

It looks as if the old phone some how was keeping the the original address in its memory even though i changed the address.
I checked this by going back into settings to see if the new ip address was there.

Still baffled why the phone shows an ip address conflict and the New phone with the same Ip address entered does not.
