IOUAE will not end account

From a level 7 authority I set up a user account with level 3 access. I also set up a level 3 password. I have ended the password ok but it will not let me end the user account.I just get the message "Account removal not allowed". The account was not in use when I tried to end it. Any suggestions?

The account has to be used first i think (activated).
Set password for it.
Log off.
Log in with the new account .
Verify password three times.
Log out.
Log in again with auth-7 account.
Try IOUAE again.

Thanks for your suggestions Soaplover/whosrdaddy. The problem seems to have resolved its self. I tried the IOUAE command this morning and it deleted the account. This would suggest that the account was in use when I was trying to delete it but the FIFCP that shows the LOGON.DAT info definitely shows the account as logged out.
BTW the system does have a mix of NIU/IPU could this of had some bearing on the situaution?
