IOP500 call forwarding to hotline group

Dear expert,

in IPO500, if user A call forward to user B. User B no answer/busy forward to a goup
, the incoming call to user A could not reach the group member, the incoming call ring user B continuely but did not route to user A's voice mail is it a normal case?

1. please always include your release and platform in questions. Servers sometimes are behaving slightly different than IP500V2 or worse IP500V1

Straight from the help file

Once a call has been forwarded to an internal target, it will ignore the target’s Forward No Answer or Forward on Busy settings but may its Forward Unconditional settings unless they create a loop.
