What could cause this problem?

In my case, W98SE2, connected Iomega zip250 drive to USB port. It has worked OK before. Now, won't
recognize it. I have removed and re-added software and hardware several times, following Iomega's
emailed support instructions.

I have no conflicting IRQ's. Device manager says it is enabled but it does not work. Have tried both
PnP and non-.

Zipdrive works OK in XP PC's USB.

I have no other USB peripherial to try.

What am I missing?

The Win98 Resource Kit, downloadable from MS, has USB troubleshooting built into it.
Sounds as if the USB part of your motherboard is fried.
Old one?
Try booting to Safe Mode and look at the USB ports...so many efforts to install it may have left multiple entries for it in Device Mgr.
Either remove all but one (if there are dupes) OR all of them and let the machine rediscover/reinstall it.

Thanks for your advice.

I was able to fix the problem, simply by changing the -L to -H in usbsoft.exe in the autoexec.bat file.

Don't know why it was that way. Both were there but the -L was first. I remmed it out.

I didn't install it that way - Wizard must have.

Nice to know such a simple change made my problem go away.
