IOC - Reclaiming/Reassigning prev used lic?

Once I give IOC (enhanced, licensed vers) to a user, is there a generally accepted method of recovering that license or subsequently reassigning it to someone else in the event the original client doesn't like it?

Obviously we can use Windows Control Panel to uninstall the client software, but what happens to the license?

Or if the Client PC dies and we need to reinstall for them?

How does one manage the licenses?
