invscout command hangs (AIX 5.2 ML03)

has anyone idea what causes it? I am 100% sure it was working properly in the past.

# su - invscout
$ invscout

****** Command ---- V2.1.1.0
****** Logic Database V2.1.1.0

Working ...

it looks that starting from AIX52-ML03 invscout can be run only as root.
running it as invscout user the data are not being collected and invscout command hangs.
