Invoke the Cognos adhoc reporting environment by external application

Background:
We have a "What-If" analysis java based custom designed tool. The tool would execute certain rule based scenarios against a sample of production data. Tool needs to use the COGNOS ad-hoc reporting env. to filter out the production data and provide the sample for scenario execution.

So my query is: Does Cognos provide enough Java SDK objects for Query Studio component to perform adhoc reporting on the packages through an external web/desktop based application?
