We use tivoli configuration manager and when I execute inventory scan on notebook that is in power save mode, I don't get the wright processor speed? Does anybody have any idea how to solve this problem?

Take a look around in the BIOS Settings of the notebook pc. There are normally settings there that relate to the Power Save mode, and hopefully there will be one that enables/disables the CPU speed from being reduced.

Yes that would be one option, but I do not think that users would like it if I would do that. There is also one big problem to do this, because we have more than 2K computers, that configuration manager runs on. I need option that would not involve any messing around in Bios on users computers. I hope that anyone has any clue how to solve this
If you look at the second item in the list it show a fix for an issue that seems similar. This made me wonder if you have the latest version of Tivoli with all of the fix packs.
Beyond that, I don't think I will be of much help. Maybe someone else will.
