Invalid Proxy Server

I am having problems with the domain controller handing out proxy server information that is invalid. The network does not use a proxy server, yet intermittently when they logon the proxy IP is added to their settings and then they cannot get out to the Internet until this is changed. I have looked under group policies on the domain controller, Internet Explorer Connection/Proxy settings, but nothing is listed there. Is there another location were this could be changed? Also this DC has a trust with another location and I wonder if it could be coming from there. The problem with that is that the IP address for the proxy (that doesn’t exist) is on our network and the trusted domain doesn’t use that IP. So it would have to be intentional, and I (Kind of) doubt that.
