Go into control Panel, Add/Remove programs, select IE, hit the Add/Remove button.
The option box will pop up, select "Repair IE".
Do it.
Restart.
If that doesn't work, go to Start> Run> and type in SFC.
Choose to "extract one file".
Browse to the location of the file (probably c:\windows\system or c:\program files\internet explorer) and extract it from the CD.
