Invalid Magic File

On my development system, the magic.mime file loads as it should. However, on the live server it is not loading: invalid magic file, disabled even though the path is pointing to it. Research shows this to be a common problem but I am not sure what to do about it. Since the dev system and server are using the same version of PHP (v5.2.1), I tried copying the working copy over to the server but it made no difference. Any ideas?

Good question, I'm not sure but the other files (DLLs etc) seem accessible. I haven't used W2k Server for several years, how can I find out?
