INVALID-ID-INFORMATION between windows and Nortel IPSec

I am helping some one to setup IPSec between windows 2003 and Nortel. The IPSec Monitor shows inbound permit but outbound

The errors I got are:

1. Event ID 547 IKE security association negotiation failed.

2. Oakley log displays these message:

Any suggestions what I should check?
