Invalid Cursor Name with SQL Server 7.0

I am using NetExpress 3 with all fixes applied. When I try to open a cursor for SQL Server 7.0, it gets an error "Invalid Cursor Name". When I execute the exact same code against a SQL Server 6.5 database, it opens the cursor. Any ideas?
