Is this a Compaq computer? I can't think of any others that still use BackWeb. If it is a Compaq, it has to do with your auto-updating feature (the big Q in your system tray).

If it's something like an update service by Compaq (their systems are worth less than nothing in my opinion) then you can disable it => Run => type MSCONFIG and goto to the start folder and unchech ANYTHING that has the word Compaq in it.

I did that on my, luckily now long gone Compaq, and got quite a performance boost.
