Intuity Audix 4-4.7 via IP

I am currently having issues with the usb modem to dial into our audix system where it will dial in fine, but then I get a No Carrier displayed on the screen and it will disconnect. I am trying to go IP so I don't run into this issue anymore.

There is an AYC54 RMB installed in the machine which is what we use to dial into. When I go into Customer/Services Administration -> Feature Options, I see the line TCP/IP Administration is set to OFF. How do I turn this on making IP admin possible?

I know its ancient technology, but any help would be appreciated.
