I would like to use a SCSI Ultra3 as my boot drive in my dell desktop. Can I do this and if yes which adaptor should I buy?

I dare say you will be able to, you will need a SCSI controller.

Other than that, I know nothing about SCSI im afraid.

Is there any particular reason why you want to use a SCSI in a desktop?

Check the Dell BIOS to see that it has an option to boot from a SCSI disk. Usual options being FDD, IDE HDD, CD etc.
