Introducing Caller to transfer Supervisor/Agent

We have a requirement to "introduce" a caller to a second agent or supervisor when additional help or suport is needed and I have tried using Conference and Drop, Conference and Release, and plain old Transfer with no success. We are on an 8700 with Communciations Manager 3.1.2 and CMS. Any suggestions would be appreciated.

I have confirmed in system features page 7:
Abort Transfer = y
Tranfer Upon Hang-up = y
Abort Conference Upon Hang-up = N.
