Intrinsic to identify Local or National Call ?

Hi, Wondering, outside of USA, is there an intrinsic that works in scripting to identify if the call is local, or national ? Here in Ireland we are presented with an issue whereby the 0 is left off of the CLID and therefore the CLID is useless for storing and calling back ? If we could tell if it was a national call, or a local call it would greatly improve the usage of CLID?

Is the 0 is left off of the CLID by your provider?
Is it an option to add the 0 to an incoming call via programming the PABX via: ?
