If you have a DNS server on your network you add it in there, or failing that your local hosts files ( and for info on this).

If you want it externally available, you will need to buy the domain name and then set up the pointers to your Server's IP address, including dealing with all the networky thing between the two. Also, check with your ISP that you are allowed to do that on your current contract as many will not allow it and make sure that you have sufficient bandwith to cope with your expected usage or you may hit your usage cap a lot quicker than expected and be cut off or charged lots.

I have DNS and tried adding it but I'm doing something wrong.

What do I add A record or alias and what should it say?

Hi

Your question has nothing to do with the HTML, XHTML and CSS topic.

forum950 looks like a good place to re-post it.
