When I go to 'Internet Options' - 'Tools' - 'Security' tab, I get an error message "This program has performed and illegal operation and will be shut down". Also the only visible icon is "Restricted Sites". Why do I not see "Internet" "Local intranet" or " Trusted sites" icons? I am using Windows 98. I would like to access this tab and click on "Custom Level", but can not get that far. Any suggestions? I tried lowering the privacy level, but no effect. Thx - Slie

Sounds to me like your IE install is corrupted in some way. If you can uninstall it and then reinstall, I'd recommend doing that.
Depending on the browser you're running, you could also try upgrading to a newer version if uninstalling is not an option.

Try running the repair tool before reinstalling. IE's pretty good at self-correcting:
