How does internet time work? How do I go about converting that to a distinguishable hour of the day?

Im talking about in Red Hat 8 you can set the time on the clock to Internet time and it reads for example @832 but that does not correspond to the actual time in a 24 or 12 hour clock that I can see.
 
That's Swatch internet time. Ignore it, it's a completely useless format.

When you use Swatch internet time, you don't convert to any local time because there's no such thing. Everybody uses the time of Biel, Switzerland, where Swatch's headquarters resides.
