Internet Security 2004 pkg won't re-install again with Win 98SE. Why?

I keep getting an error message "...cannot finish installing..." Well, those of you who know what's going on, I wish you would tell me. The disk will scan the computer for viruses and says it doesn't find any. I know there are since many files have transparent icons as if they were ready to be copied or pasted somewhere else on the system.

Does anyone know what I can do to get it to install? This has been an enigma to me. Thanks.
