I'd block external access to the TCP ports 135 through 139 to stop incoming messages.
Disabling the messenger service on NT/2K/XP is one way, but if you have a network, it is not appropriate to do this in a networked environment because it stops legitimate network broadcast messages as well, although this technique is usable on a standalone machine.
I use the free Yahoo toolbar, and I love the little fly-swatter sound when it stops pop-ups. Being free, it's not perfect, but it helps immensly. You should look into Ad-Aware and Spybot Search and Destroy. Both locate cookies on your hard drives which are dropped there that sends information back to companies that place them there, then deletes them. I use both, but prefer Spybot. (Quick Google search will give you both.)
