Internet Options won't open after upgrade to IE7

Internet Options in IE6 worked but after upgrade to IE7, an error message pops up saying "This operation has been cancelled due to restrictions in effect on this computer..." There is no restrictions. I've uninstalled IE7 and reinstalled it (works in IE6; doesn't work in IE7). Have Internet Explorer by Yahoo version (don't know how to get rid of the "by Yahoo" part; already uninstalled Yahoo Toolbar). I really need to access the Internet Options but can't find any way (other than going back to IE6 :)Help.
 
This is usually caused by incorrect permissions for registry keys. This kind of thing sometimes happens when installing IE7 and not disabling your anti-spyware software. Could this be the case?

If that is the case, the best bet is to re-install IE7 with your antispyware turned off. Otherwise, see for info and the very nice tool at
 
I should mention that the camtech tool about "should" be OK with IE7, but I haven't tested it.

I do have SpyBot and AdAware on that computer but none of them are actively monitoring anything (free versions) until they're run. The option to block the opening of IE Internet Options in SPyBot is not checked and registry does not have NoBrowserOPtions value anywhere.

No group policy settings on the server - will have to check the machine as soon as the user lets go of it ;-) It happens to all users on that machine - including the administrator.
 
Even when Spybot is not scanning, there are several real time things that often get turned on. I can't remember exactly what they are called & I don't have it installed here. It will be on the same option page with modification of the hosts file & the option to prevent malware from changing the home page. Turn all of those off when updating IE. (Even better, update IE while running in safe mode).
