Internet Keeps Losing Connection on DSL 1

I work for an ISP with a number of DSL users. Occassionaly we run into the problem of the Internet connections going down for a few minutes and coming back up. The DSL lines remain in synch and don't go down. I have a feeling it is something with Win 98 since everyone with this problem is using Win 98. Has anyone seen this before?
 
I've seen this problem on dialup win boxes with high-ish uptime, in the 2-day reigion (high for a win box, believe me) - what it boils down to is, the machine gets a IP but doesn't have enough resources to do anything with it - a reboot fixes the problem. In fact, on windows boxes, i reccomend a reboot for everything bar actual demonic possession.
 
Is it verizon dsl..they are not the best dsl provider out there. They drop you all the time. Plus, they use pppoe which is garbage.
