Internet Explorer only goes to 0.0.0.1

I have two pc's on a tcp/ip network with IE 5.5 SP2. Internet connection is thru a dsl gateway router. These two pc's when I click on IE to launch, say at the bottom of the screen "connecting to 0.0.0.1". I have run Norton AV with updated virus definitions and run Norton Windoctor. I have also deleted protocol stack in Network properties and reinstalled stack. I changed out NIC. Still the same problem. I have another techie friend on a different network with the same problem. He also has same problem using dial up, off network. Any ideas?

It sounds like IE is looking for a proxy. Goto
tools>internet options>connections>LAN settings uncheck any proxy settings boxes.

If this doesnt't help, do start>run>winipcfg

does your nic have an IP address? Is it the one the DHCP should have given out?
