Internet Explorer Not Launching

Hey all....I have Installed Metaframe XP on an NT4.0 Terminal Server. After installing Metaframe, IE is unable to launch. No errors are coming up on the screen, the processor and memory usage are low, and no un necessary processes seem to be running.

Has anyone ever seen this? Any thoughts would be appreciated.

Go to the microsoft site using a different computer, download ie6, burn to disk and install.
