Internet explorer forgets changes

Im on windows 98. i have a problem with my internet explorer. Whenever i make changes to my security and content advisor and them close internet explorer. it forgets.
as soon as i open it again all my changes have disappeared.
its really annoying me.
does anybody have any ideas?

Is this computer a part of a network with policy?
There is a way to undo all changes every time you close IE or windows.
Try using POLEDIT on this computer
