Internet explorer downloading help!

Whenever I try and download anything from any site it says internet explorer was not able to open this internet site. The requested site is either unavailable or cannot be found. Please try again later. I tried unpluging my router disabling all firewalls. nothing works. Please help me fix this problem.
 
IF you have installed SP2, when you click "Download" a small "Information Bar" will appear at the top of Internet Explorer. Click it for the allowed options.

SP2 is clearly more demanding of the connection than non-SP2 versions of XP.

. Upgrade the ethernet adapter drivers, if possible. The best resource is the chipset manufacturer driver rather than the listed OEM supplier of your network adapter. In any case most manufacturer's have issued post-SP2 driver sets.

. Start, Run, services.msc
. Stop and set to disabled the DNS Client service if your are not in a Domain setting. It is unecessary and causes issues such as yours under SP2;

. Similarly, if you are not using WebDav, disable the Web Client service.

. If using DSL, set properly on both router (if possible) and on the client the proper MTU value. SP2 does not like the default of MTU=1500 with PPoE DSL connections. Try 1492 with standard DSL connections. You can test this to set MTU and RWIN values appropraitely at various "tweak" sites. I use to test, and the same site's freeware DrTcp to adjust values:
