Internet Explorer doesn't open new window

Hi,
I posted this problem a few days ago and had a reply which involved making a cmd file. I have tried this fix before but it didn't work.
Basically when I click on a link which requires a new window to open nothing happens. To get the new window to open I have to right click on the tab on the bottom toolbar then left click and then the window opens.
I have uninstalled IE6 and reinstalled but to no avail.

Any ideas??
