Internet Explorer denies downloading: Help

I cannot download any files. I need help on how to allow files to download to the hard drive. All that comes up when the file is clicked on is a red circle with bar (O /) across it and an alert sound.

Any help will be appreciated. Thanks in advance.
 
I don't think that's IE. Do you share the computer with anyone?

Do you have the security setting so high that D/Ls are denied?

Are you behind a proxy server? Is the problem with only certain types of files (like .exe)? Can you download .pdf, .txt, .zip or other types?
 
I could download another file so I figure the other site I was trying to download from was not letting the files out.

Thanks for all your helps. No more is needed as I won't be trying that site again.
