Internet Explorer comes up twice when changing sites

I am running windows XP home edition.Just recently my computer started popping up a second Internet explorer.This second either has an ad of sometype,but is sometimes just blank.I can get rid of it with a right click on the mouse and close or an alt F4.This is kind of a nuisance but not a real show stopper.can anyone help.

I am running Norton Internet Security,with the firewall set at a pretty high setting.Is it possible something has gotten thru to my computer?
