Internet Explorer cannot download shockwave file

I am getting the error message "Internet Explorer cannot download filename.swf from mysite.org" I'm going through an apache 2.0.48 proxy in a DMZ to an apache 1.3.28 server on the other side. Accessing the file locally works fine, and going through the proxy server to a shockwave file on the same box works ok as well.

OS is SuSE8.

Any ideas?
