Internet explorer and outlook wierd problem

Hi,
I am getting a very wierd problem on my computer.
1. Internet explorer - when I go into view -> Encoding, I can't see the list of encodings in the system, only right to left and left to right.
When I go to a website for example, google I can type what I want tot search but non of the buttons are active.
2. Outlook XP - the emails don't show in the preview pane, when I try to open an email, it gives me a mssage "item cannot be open"

Any suggestions what is causing this, and how can I fix it?
