Internet Explorer Add-On

Could someone please point me in the right direction for making Add-Ons for Internet Explorer?

What I want to do with the Add-On is to change the html of some pages before it is shown to the user and perhaps the ability to react to user actions.

I've only made one before, and that was for zMUD, not IE.

My computer insists that there are no internet add ons runnin so i keep gettin warning ive tried re installing active x and still cant acces my you tube style videos or files how do i turn add on back on with windows xp
