Internet E-mail service missing

I'm trying to add the Internet E-mail service to a Outlook 97 client and have been unable to do so. I've tried uninstalling Office 97 and running SR1 and 2 patches. All I get is Internet Mail which doesn't work. Thanks in advance for any insight you can give.
