Internet connection slows to crawl only in afternoon

Have a 6-7 user network using XP at all workstations and Windows 2003 Standard Server. Using a Netgear FVL318 router for a firewall with only ports 25, 110, 80, 20 and 21 open. Fractional T-1 line from our ISP. Thing works great but am being told that in the afternoon for about a week now that any attempt to connect to a site on the Internet slows to an unuseable crawl. Emails take forever to arrive. But the next morning, everything's just fine. I'm going to go in there today to see what's up, but does anybody have any ideas about this? Our ISP has already done whatever they need to do on the T1 line and they say it works perfectly -- they obviously cannot get past the firewall to see what's happening after that.
 
You might want to do some auditing of your internet inbound/outbound traffic.

Use some sort of packet sniffer.

or maybe setup some sort of proxy server.
