Internet Browsing and Acceptable Use Policy

Hello,

My college establishment wants to make it so that when anyone browses the internet using a college PC the first thing they have to do is click "Accept" for and Acceptable Use Policy page. They will then be able to browse for the remainder of their session. The idea being if they try to browse without accepting or click "Decline" then they will not be able to surf the web.

We use ISA Server 2004 as the proxy server with Surf Control web filter as the content filter.

Does anyone know of a way to implement such a system?
