Internet Access with ISA Server 1

I have set up an ISA server on a windows 2000 server. I know that with a default setup no internet access is allowed to anyone. Currently I am reading a book Installing and configuring ISA server, but I need internet access quickly. How can I have Internet access on my server. If I stop the service I can access the Internet but I dont want to stop & start the service every time. Thanks.
 
create an allow all site and contecnt rule, and create an allow all protocol rule. all protocols outbound, make sure you internal machine ip's are specified in the LAT, restart the services
