Internet access slow at the start

Hi,

Since this morning, it seems like all websites that I tried to access slow at first, but once I get it opened then I browse at regular speed. I've a T-1 line, cisco 2600 router, proxy server. What should I look for to troubleshoot? I've rebooted all my devices and the problem is still there.

Do a traceroute to some site and look for high ping times along the way. Something upstream may be having problems.
