Internet access packet filtering

Hi,


I am using Winroute 4.2.5 on win 2000 server.
has three network cards.
1.local lan.
2.intranet lan
3.Internet Access (default gateway which is internet router Natted)

I am trying to restrict Internet acces by Ip .
At present everyone has
intenet access and cant see the rule that is allowing them out in the first place.

Does anybody know any rules for denying internet access.
i know port 80 is for http but i dont even have a rule allowing port 80 out on the outgoing Internet packet filter.

Anyone have any general ideas.
My internet outgoing rules are this
udp any host/allport-any host al ports 123
tcp any host/allport-any host al ports (20/21)
tcp any host/allport-any host al ports =25
udp any host all port-any host all ports =110

dropped tcpany hosts al port
dropped udp any host all ports
