International VPN

I am looking for any documentation on setting up a VPN that spans multiple countries. Are there special considerations or settings that need to be looked at? Any help would be appreciated.

All you need is Internet connectivity at both ends with static public IP addresses, so you can configure a site-to-site VPN tunnel. I have IPSec tunnels running between the HQ and branch offices in 7 different countries.

Thats awesome, that is what I thought but I couldn't find anything that said so. This is for a college paper. I don't suppose you know anyplace that I can find that says that. I appreciate your timely post.
