At the moment we have a bar on international dial outs.

How can I make it so a certain user is able to dial an international number?

It depends on how the barring has been setup, is it with FRLs, Toll Tables or COR? A little bit of extra info is required before we can advise.

Without knowing the real situation, I suggest you looking into authorization code. This will change the programmed COR to the new COR that you assigned to the owner of the authorization code.
