International fron SV8300 unrestrict??

I have 8300 with PRI....Cannot dial (0) after pressing 9 for LCR. Customer need to be able to dial international
LCR for is as follows for (0)
8A4005>011 RP >0011
8A0011>011RT10
8A5011> Toll restriction is set to Unrestricted
NO digits added or Deleted.
I can dial 9 for LCR and anything from 1-9 but something is not allowing me to to dial (9) then (0). RESTRICT MESSAGE
Phone using is set to unrestricted in 12XX coomand
855 > 0> 24
Please any advice would be appreciated

See if CMD 8A4010>0> has anything assigned. This is a special table used for 0 dialing used in conjunction with the 8A4005 table.
