International dialing issues

I'm having difficulty's with random international numbers failing on a CS1000E/T on release 4.5. Connected to the T are DPNSS links to the network and also to a Mitel. When the Mitel dial any international numbers through the T it works. But the same number fails when it's dialed from the E. I've changed FLEN's, altered the timers on the outgoing DPNSS route all with no joy. Anybody else had this problem?
 
Yes they've been checked. I've also broke the SPN's down into 5 digits.
 
unless your getting the fail prior to the last digit it's not a net (ld 90) problem.. timers are almost out of the picture after the switch routes the call.. the number works via the t but fails when it hits the e.. i would double check with the provider to see what they are missing.. next best would be to monitor the d and find the fail point.. if the far end is blocking or rejecting they have to send a reason code
