International dial out problems 1

I have a system that can't dial over seas. I get a intercept treatment. The carrier AT&T states that I'm not sending the 011 from the PBX. How do I fix this issue?

What kind of system and how is it set up? Hybrid/PBX? Square? The system might have restrictions set for overseas calls in ARS.

Also, Is it PRI - AND LOOK AT THE DISALLOWED LISTS and ASSIGNMENTS TO SAME.......
 
Go into Lines and trunks, Pri, outtbl, spec svc, deldig, entry0 and change, if 3 change to 0, if 0 change to 3
 
Mermin man, I change what ken1713 said and looked up the disallowed and allowed list and I sill can't figure it out. AT&T now states they see 01 011 44 xxxxxxxxxxxx when we dial out. We are having a vendor meet with a T-bird that can emulate a pbx.
 
Let us know how that works.

We still need ot know if you are PRI- there are certain things that are "Automatically" restricted in PRI that you have to change.
 
It is a Info highway PRI with AT&T used as the pick. It is connected to a DMS 100.
