i want to make voice translation rule to enable the international call.

It seems like you are using Callmanager express on the 2851. If this is the case, you will just need a dial-peer and shoot the call out of your voice port:
I.E.
DIal-peer voice 100 pots
destination pattern 9011.T
port 0/0/0:23
prefix 011

1- whether i should make the translation associated with with the voice port?

2- if it hsould be , can you give example about translation rule to activate our line to UAE (+971).
