International call barring

Hi.
This is my first post so apologies if its a bit long-winded!
We have 3 option 11s across a multi-site college in England.
We restrict international calls by using NCOS - 5=disallowed, 6=allowed.
However, on one site a digital extension set to NCOS6 can dial internationally, but an analogue extension set to NCOS6 can't.
When you try you get a message saying "international calls are barred".
All other settings, TGAR etc. look the same.
I can't understand how the Meridian can be generating this message, but can't see that it could be the exchange as obviously all extensions go out to network via the same exchange lines.
Can anyone help?

Make a call from the analog phone and do a trace on it in LD 80 to see how its going out. The recording is not from the Meridian
 
You can get the recording off the PBX if the INT treatment for restricted calls goes to a RAN recording, but if you do this at your site, you would be the only one that I know that does.

I would to what ace says and trace the call, get with your carrier to see if they can trace a failure in your ld network.

Problem is with our "least-cost routing" company barring certain international calls (even though we haven't instructed them to do so!
There was no difference between analog + digital extensions as first indicated by the user. She was dialling different numbers from each extension + one worked, one didn't!
