International access code??

I have international dialing restricted but want to only let a few people dial it if needed. Currently 011 is built as an SPN but I have a bogus RLI assigned to it and change the SPN as needed. Can an access code be built taht will insert the 011? and if so how can it be done with it not being built as an SPN? Help would be greatly appreciated.

An Access Code would increase the NCOS to allow the call to be made on the RLI, not insert a 011. That would be the way to go, unless it is very few users, then just chg their NCOS to allow the call.
 
You can build Authorization codes and assign a COS to them. This would allow long distance/international dialing. These can be setup via LD 88
 
Don't use a bogus RLI, have it go to a route that a International can will be allowed by the Vendor and put a MFRL on the RLB the requires a higher NCOS to make the call.

At my sites

NCOS 0 equals FRL 0 Can't make any calls MFRL on RLB is 1 so 0 can't make call

For international call MFRL is 7 and NCOS 7 is an FRL 7 so it can make the call.
